Steps to Enable or Disable USB ports in Windows :

Step 1 : Open RUN window in Windows 7 by pressing “Windows Key + R” and in Windows XP by clicking RUN in Start Menu. And after opening RUN , type “regedit” to open Registry Editor.

After pressing “OK” , Registry Editor window will open as shown below.

Step 2 : After opening Registry Editor Window just browse in the left side browse panel for the following path :  
HKEY_LOCAL_MACHINE/SYSTEM/CurrentControlSet/Services/USBSTOR .

After following this path, all the options in  USBSTOR registry will be displayed on the right side panel of the Registry Editor as shown in the window below .

Step 3 : After opening the above shown window , click on “Start” marked with red square.

Step 4 : By following a Step 3 , a small window shown below will open:

Now in this small window you are having to options : either to disable USB ports or enable USB ports. By default the USB ports are enabled so the value in “Value Data” is 3.

• To disable USB ports : change the value from 3 to 4 .
• To again enable USB ports : change the value from 4 to 3.

Step 5 : The last step left is to restart your computer for changes to affect in Registry.

Step 2 : Optimize TCP/IP Settings :

For Optimizing TCP/IP you need a TCP Optimizer which is a free Windows application that provides an visual interface for optimizing your Internet connection.

After Launching a program you will see a slider with different numbers written with it , just slide the slider to match your connection speed. As most of the data card companies promise to offer a speed of 3.1 Mbps so you can slide a slider between 2 Mbps to 3 Mbps.

After setting slider , in the bottom in “Choose settings” just choose Optimal if you are not sure about the settings and otherwise set it to Current and press “Apply Changes ” and then “Exit”  for your settings to take place.

Now connect the internet with your Data Card and feel the change in speed.
